What is the difference between using healthcare.gov and going directly to a carrier?

The deciding factor on whether to go with healthcare.gov or directly to a carrier is whether or not you qualify for a tax credit.  If you are not going to qualify for a tax credit there is no reason to go through healthcare.gov because the only benefit healthcare.gov has is the tax credit.  You will be able to pick plans without going through the application process if you go directly to a carrier.  The insurance you enroll in will still meet the qualifications of The Affordable Care Act.
